Delivering Global Semiconductor Commissioning at Scale

Executive Summary

A leading global semiconductor manufacturer required commissioning support across six new fabrication facilities in the United States, Europe, and the Middle East. Each site involved highly complex cleanroom environments and critical utility systems, all delivered on demanding timelines.

LotusWorks supported the project from design through to operational handover, deploying multi-disciplinary teams across all locations. By applying a consistent commissioning approach and embedding within client teams, LotusWorks helped ensure systems were delivered safely, reliably, and ready for production.

The Challenge

Delivering a single semiconductor fab is complex. Delivering six at once, across multiple regions, significantly increases the level of coordination, risk, and technical challenge.

Each facility of approximately 300,000 sq. ft formed part of a combined cleanroom footprint of around 1.8 million sq. ft. These environments rely on tightly controlled conditions and a wide range of interdependent systems, from ultrapure water and process gases to HVAC, power, and wastewater treatment.

Key challenges included:

  • Coordinating multiple large-scale projects running in parallel
  • Managing the integration of complex mechanical, electrical, and process systems
  • Maintaining consistent standards across different locations and contractors
  • Meeting aggressive timelines tied to production ramp-up
  • Identifying and resolving issues early to avoid costly delays later

The client needed a partner who could scale quickly, work closely with on-site teams, and bring a structured approach to commissioning across all sites.

The Solution

LotusWorks delivered a flexible, multi-disciplinary commissioning model that could be applied consistently across each location.

Embedded, Scalable Teams

Commissioning teams were deployed across all sites and worked as part of the wider project teams, alongside client, contractor, and vendor personnel. This close integration helped streamline communication and allowed issues to be addressed quickly as they arose.

Team sizes were adjusted in line with project phases, ensuring the right level of support was in place without slowing progress or overloading resources.

Broad Technical Coverage

LotusWorks supported commissioning across all major facility systems, including:

  • Cleanroom HVAC and environmental control systems
  • Chilled water, heating, and cooling infrastructure
  • Process utilities such as compressed air, vacuum, and specialty gases
  • Ultrapure water (UPW) generation and distribution
  • Wastewater treatment and chemical handling systems
  • Electrical distribution and backup power systems
  • Facility management systems (FMS), controls, and instrumentation
  • Life safety and fire protection systems

This ensured that all systems were tested and delivered as part of a fully integrated facility.

A Structured Approach to Commissioning

A consistent commissioning process was applied across all locations to reduce risk and improve reliability.

This included:

  • Reviewing designs and technical documentation early to identify potential issues
  • Assessing equipment submittals and contractor documentation for compliance
  • Developing and executing detailed test procedures, including FATs and functional testing
  • Carrying out system integration testing, particularly for critical and emergency scenarios
  • Completing pre-functional inspections to confirm installation readiness
  • Tracking and closing out defects in a controlled and transparent way
  • Supporting training and handover to site operations teams

Applying the same approach across all sites helped maintain consistency and ensured nothing was missed during delivery.

The Outcome

LotusWorks supported the successful delivery of commissioning activities across multiple global sites, helping the client bring complex facilities online in a controlled and reliable way.

As a result:

  • Commissioning was delivered consistently across all six fabrication facilities
  • Complex systems were integrated and tested as complete, operational environments
  • Early-stage reviews helped reduce rework and avoid delays later in the project
  • Strong on-site collaboration improved coordination between stakeholders
  • Site teams were fully prepared for handover and ongoing operations

LotusWorks continues to support ongoing commissioning and upgrade activities, building on an established relationship across multiple regions.
